To be published in the WINCOM 2019 Conference Proceedings and to be eligible for publication in IEEE Xplore digital library, an author of an accepted paper is required to register for the conference. Each accepted paper must be presented the conference by an author at unless the TPC Chairs grant permission for a substitute presenter (arranged in advance of the event) who is qualified both to present and answer questions.

All registrations & payment MUST be DONE through the wire Transfer.

At least one of the authors listed in the paper must register for WINCOM’19. One registration may cover up to two (2) papers of which the registrant is co-author.
